  • Introduction

  • Ultraviolet (UV) radiation damage accumulated during childhood and adolescence is strongly associated with an increased risk of skin cancer later in life. Australia has one of the highest rates of skin cancer in the world, with two in three Australians developing some form of skin cancer before age 70.  

    Children are often in early childhood centres when UV levels are at their peak, meaning centres are uniquely placed to educate children about sun protection behaviours, minimise UVR exposure and ultimately reduce a child’s lifetime risk of skin cancer. All Australian primary schools and early childhood centres are encouraged to join the nationally recognised SunSmart program. 

    Cancer Council Queensland recommends sun protection policies are implemented in Queensland all year round. 

    Application

    The SunSmart Program has national criteria which must be met before an application can be submitted for review by the SunSmart team.

    Please review and update your sun protection policy and practices using our Sun Protection Policy Guide to align with the national SunSmart minimum criteria and complete this form application.

    Application Approval

    Once your SunSmart application has been submitted, it will be reviewed by the Prevention and Early Detection Team at Cancer Council Queensland. The sun protection policy will either be approved or additional feedback will be provided via email.

    Once your SunSmart membership is approved, you will receive:  

    • A SunSmart sign (60cm x 90cm) to display at the SunSmart centre (for new members),
    • A SunSmart certificate recognising your centre is SunSmart,  
    • Acknowledgement in the community that your centre is committed to the future health of its children

    Terms and conditions

    If the centre is accepted as SunSmart, it will be promoting the SunSmart and Cancer Council Queensland’s sun protection messages in your daily activities, providing a role model to other centres throughout Queensland. Centres participating in the National SunSmart Program must agree to the following terms and conditions: 

    • To enforce the sun protection policy as documented. 
    • To take reasonable steps to ensure that all staff, children and parents are aware of the sun protection policy and its requirements. 
    • To inform Cancer Council Queensland of any changes to the centre’s policy and practices and anything else that may relate to or affect its inclusion in the National SunSmart Program. 

    Minimum standards

    The centre agrees to comply with the following minimum standards:

    • The sun protection policy is implemented all year round. 
    • All children wear a broad brimmed, legionnaire or bucket hat (minimum 5 cm brim, deep crown) when outside. 
    • The use of SPF50 or SPF50+ broad spectrum, water resistant sunscreen is encouraged. 
    • Sun protective clothing is encouraged. 
    • Staff are requested to act as role models by practising SunSmart behaviours 
    • Play experiences about sun protection are included in the centre program. 
    • The sun protection policy is reflected in the planning of all outdoor events (e.g. excursions, picnics). 
    • Whenever practical, outdoor activities are scheduled to minimise time outdoors during periods when the UV is high to extreme (UV 6 or above).
    • The centre has sufficient shade or is working towards increasing shade in the outdoor play space. 
    • The centre reviews its sun protection policy regularly, at least once every three years. This involves staff, management and parents and includes monitoring the centre’s compliance with its policy and making suggestions for improvement. 
    • SunSmart centres will be reassessed every three years to reconfirm sun protection practices.

    Please ensure these requirements are present in your sun protection policy
  • 1. Hat Requirements

    • Children are required to wear sun safe hats that protect the face, nose, neck and ears when outdoors. Sun safe hats include broad-brimmed, legionnaire and bucket hats. Baseball caps, peak caps and visors are not considered a suitable alternative. 
    • There is a "No hat, play in the shade" rule in place for all children.  
  • 2. Clothing Requirements

    • Children are required to wear sun safe clothing that covers as much of the skin as possible, including shirts with collars or covered necklines and elbow-length sleeve, longer style dresses and shorts, and long pants. Midriff, crop or singlet tops are not sun safe. 
    • Children are actively encouraged to wear rash vests or t-shirts for outdoor swimming.  
    • Children without sun safe clothing will be provided with spare clothing or will be required to play in shaded areas. 
  • 3. Shade Requirements

    • A variety of shade options are available in all areas where children congregate. This includes trees, built and portable shade in areas for recess, lunch, outdoor teaching and sport.  
    • All children are encouraged to use available shade when outside.  
    • Shade availability is considered when planning all outdoor events and excursions.  
    • Regular shade assessments are conducted to determine future needs.  
  • 4. Sunscreen Requirements

    • SPF50 or SPF50+, broad-spectrum, water-resistant sunscreen is made available to children or parents/children are encouraged to supply their own. 
    • Children are encouraged to apply sunscreen 20 minutes before going outside and reapply every 2 hours when outdoors for extended periods of time.  
    • Sunscreen is stored as per the directions on the label, and the expiry date is monitored. 
  • 5. Sunglasses (Optional)

    • Where practical, children are encouraged to wear close-fitting wrap-around sunglasses that meet the Australian Standard AS1067 (Sunglasses: Category 2, 3 or 4).
  • 6. Babies (Optional)

    • A baby’s skin is sensitive and can burn easily. Babies under 12 months should not be exposed to direct sun when UV levels are 3 or above.  
    • Babies are should wear sun safe hats and clothing, even when in the shade. 
    • Widespread use of sunscreen on babies under 6 months of age is not recommended. Small amounts of sunscreen suitable for babies may be applied to exposed skin. Always patch test sunscreen on a small area of the baby’s skin to ensure there are no reactions. 

    Select N/A if babies do not attend the centre.

  • 7. Outdoor Activities

    • Whenever practical, outdoor activities are scheduled to minimise time outdoors during periods when the UV is high to extreme (UV 6 or above).  
    • Sun protection is considered when planning outdoor activities, including excursions, sports and carnivals.  
  • 8. Role Modelling of Staff

    Staff are asked to role model good sun protection behaviours when outside, including:  

    • Seeking shade where possible.  
    • Wearing sun safe hats, clothing and sunglasses.  
    • Applying SPF50 or SPF50+ broad-spectrum and water-resistant sunscreen 20 minutes before going outside, and reapplying every 2 hours when outdoors for extended periods of time.  
  • 9. Curriculum / Learning Activities

    • Learning activities that promote sun protection are included in the curriculum for children at least every second year.  
    • Examples of learning activities include displays, literacy activities, songs, SunSmart website resources, assemblies.  
  • 10. Broader Community

    • SunSmart behaviour is regularly promoted and reinforced to the broader community (children, staff, families and visitors).  For example, via newsletters, notice boards, website/intranet, social media, assemblies, parent/teacher meetings and child enrolment/orientation etc.  
    • Families and visitors are encouraged to role model sun protection behaviours when involved in outdoor activities.

  • Creating a comprehensive sun protection policy will demonstrate your centre formally recognises the harm caused by UV radiation exposure, and the duty of care it holds to promote and support the health and wellbeing of the centre.
